At present, it has been elevated to the level of one of the most important tasks of the national economy. Today, the Central Committee of the CPSU has placed the issue of large-scale land reclamation at the forefront, regarding it as a decisive factor in the further development of agriculture and in ensuring a stable national food supply. In implementing agricultural policy, whose modern stage began with the March 1965 Plenum of the CPSU Central Committee, the Party leadership attached special importance to increasing the efficiency and stability of agricultural production, viewing this as a fundamental condition for the planned development of the national economy as a whole. The most important means of achieving this goal was land reclamation, a powerful instrument for intensifying agriculture and increasing its productivity.“The agricultural sector requires a decisive turnaround in order to achieve a substantial improvement in food supplies during the Twelfth Five-Year Plan,” emphasized M. S. Gorbachev in the Political Report of the Central Committee to the Twenty-Seventh Congress of the CPSU. For Kyrgyzstan, where agriculture is based primarily on irrigated farming, this means increasing the effectiveness of each irrigated hectare, improving the technical standards of planning and design, enhancing hydraulic-engineering construction and the operation of both inter-farm and on-farm irrigation systems, and implementing measures for the rational utilization of land and water resources.Hydraulic engineering projects are designed by the Kyrgyzgiprovodkhoz Institute and the Organizational and Technological Institute of Hydraulic Construction under the Ministry of Agriculture and Water Management of the Kyrgyz SSR, as well as by the Kyrgyzvodproekt organization. Scientific and technological progress in the field of land reclamation is promoted by the All-Union
