%X Improving the theory and methods of land water resources management is directly related to the further rational use of natural resources. As we all know, many aspects of social and economic development in the largest regions are closely linked to solving the problem of sectoral and comprehensive utilization of water resources. This correlation is typical for various developed industrial and agricultural zones in Europe and Asia of the Soviet Union, as well as for many new development zones, especially the agricultural and industrial complex in Central Asia and the regional production complex in the eastern part of the country.The management of the rational use and protection of land water resources is directly related to the scientific solution of some of the most important problems faced by the Soviet Union. Among them, the first thing to be mentioned is the Soviet Union's food program to 1990, the energy problem, the task of further improving the living and health care services of urban and rural residents, and protecting the biosphere.The book presented to readers was jointly prepared by the hydrosphere division of the biosphere Academic Committee of the Soviet Academy of Sciences and the Institute of water resources of the Soviet Academy of Sciences with the participation of the surface water committee of the hydrological division of the interdepartmental geophysical Committee of the Soviet Academy of Sciences. The book uses the materials discussed in the seminar on "theories and methods of land water resources management" in 1979 and 1981. In addition to the articles on the fundamental issues of the formation, utilization, protection and management of water resources, there are also articles on some specific aspects of management issues.In some articles, attention is paid to the new processes in the formation and utilization of river resources in China.
