By the autumn of 1955, more than 30 million hectares of land had been brought under cultivation. These newly cultivated lands are located mainly in the vast region extending east of the Volga River to the Altai and Sayan mountain ranges. The natural conditions of this immense territory, particularly its climate and water resources, are extremely diverse. These conditions must be utilized to the fullest extent in order to obtain high yields in the newly developed areas and thereby create substantial reserves for increasing the nation's grain production. All the necessary prerequisites for this have already been established. State farms, Machine and Tractor Stations, and collective farms have, for the most part, been fully staffed and reinforced with personnel, and they have been equipped with abundant modern agricultural machinery and equipment, enabling them to apply differentiated agricultural techniques adapted to local soil and climatic conditions. To promote the nationwide effort of achieving a comprehensive upsurge in agricultural production, the Main Administration of Hydrometeorological Service organized studies of agroclimatic conditions and water resources in the regions where virgin and fallow lands were being developed. As a first step, brief descriptions of the agroclimatic conditions of these regions were compiled and published on the basis of the limited materials available at the time. Scientists from the Central Geophysical Observatory, the State Hydrological Institute, and the Central Forecasting Institute participated in this work.At the same time, efforts were undertaken to collect and organize new data.
