    "ds_abstract": "<p>西伯利亚是自然资源极其丰富的地区，其在我国经济中的地位正持续提升。这在苏共二十六次代表大会通过的《苏联1981-1985年及至1990年期间经济与社会发展基本方针》中得到了体现：\"在西伯利亚，规定要加速发展燃料工业、电力工业、有色冶金业、化学工业、石油化学工业、森林工业、纸浆造纸工业、木材加工工业和微生物工业、建筑材料工业。通过提高农业和农产品加工行业来全力加强粮食基地。\"合理利用和保护该地区自然资源、以及研究复杂地理问题并在经济领域加以考虑的任务变得日益迫切。\n在多种矿物原料的储量方面，西伯利亚在全国占据领先地位。这尤其适用于燃料动力资源：石油、天然气、煤炭。这些矿产的西伯利亚矿床将是本世纪末和下世纪初国家能源供应的基础。其他许多种类矿物原料的储量也很巨大——铁矿石、有色金属矿石、建筑材料等。在西伯利亚建立强大的磷酸盐原料基地具有客观前提条件，该基地能够满足我国东部地区农业生产对肥料的需求。\n几乎所有国民经济发展问题的解决都在不同程度上与供水问题相关。随着工农业生产增长，合理用水在西伯利亚具有头等重要意义，特别是考虑到目前正在加紧制定的将西伯利亚河流部分径流南调的计划。地下水在居民和国民经济项目的供水中发挥着重要作用，主要在西伯利亚南部的草原和森林草原地区，对这些地区地下水区域开采储量的核算以及关于其合理利用的科学建议已成为一项紧迫任务。\n研究土壤资源和土地改良问题同样重要。西西伯利亚的南部平原提供了西伯利亚农业生产的主要粮食产品，是科学家和生产工作者的研究对象，因为在未来几十年内，这里计划实施大规模的土地改良工程。人们也关注寻找西西伯利亚和东西伯利亚中部和北部地区尚未开发的新土地储备。\n西伯利亚所有自然资源的开发应以加速的步伐进行，但必须遵守自然保护措施。自然资源的合理综合利用将带来必要的国民经济效果，并为后代保护自然环境及其资源。\n本论文集所刊登的文章会引起广大读者的兴趣。地质学家和水文地质学家、土壤学家和地理学家、水利工程师和土地改良专家、以及国民经济其他领域的专家，都将在书中找到可供其科学和实践活动使用的材料。</p>",

            "ds_abstract": "Siberia is a region exceptionally rich in natural resources, and its importance to the national economy continues to grow. This is reflected in the Basic Guidelines for the Economic and Social Development of the USSR for 1981–1985 and for the Period up to 1990, adopted by the Twenty-Sixth Congress of the Communist Party of the Soviet Union:\r\n\r\n“In Siberia, accelerated development is envisaged for the fuel industry, electric power industry, non-ferrous metallurgy, chemical and petrochemical industries, forestry, pulp and paper production, wood-processing and microbiological industries, and the building materials industry. The food-supply base is to be substantially strengthened through the development of agriculture and agricultural processing industries.”\r\n\r\nThe tasks of rational utilization and conservation of the region’s natural resources, as well as the study of complex geographical problems and their consideration in economic planning, are becoming increasingly urgent.\r\n\r\nIn terms of reserves of many types of mineral raw materials, Siberia occupies a leading position within the country. This is particularly true of fuel and energy resources, including oil, natural gas, and coal. Siberian deposits of these resources will form the basis of the nation’s energy supply by the end of the twentieth century and the beginning of the twenty-first century. Reserves of many other mineral resources are also enormous, including iron ores, non-ferrous metal ores, and construction materials. Objective prerequisites exist for establishing a powerful phosphate raw-material base in Siberia capable of meeting the fertilizer requirements of agricultural production in the eastern regions of the country.\r\n\r\nThe solution of almost every problem related to national economic development is connected, to one degree or another, with water supply. As industrial and agricultural production expands, the rational use of water resources becomes a matter of primary importance in Siberia, especially in view of the plans currently being intensively developed to divert part of the flow of Siberian rivers southward. Groundwater plays an important role in supplying water to both the population and economic enterprises, particularly in the steppe and forest-steppe regions of southern Siberia. Determining groundwater reserves available for regional exploitation and developing scientific recommendations for their rational use have therefore become urgent tasks.\r\n\r\nThe study of soil resources and land-reclamation issues is equally important. The southern plains of Western Siberia produce the bulk of Siberia’s agricultural grain output and therefore attract the attention of both scientists and practitioners, since large-scale land-reclamation projects are planned there for the coming decades. Considerable interest is also focused on identifying new, undeveloped land reserves in Western Siberia and in the central and northern regions of both Western and Eastern Siberia.\r\n\r\nThe development of all natural resources in Siberia should proceed at an accelerated pace, but it must be carried out in accordance with nature-conservation requirements. The rational and integrated utilization of natural resources will generate the necessary economic benefits while preserving the natural environment and its resources for future generations.\r\n\r\nThe articles included in this volume will be of interest to a wide readership. Geologists and hydrogeologists, soil scientists and geographers, hydraulic engineers and land-reclamation specialists, as well as experts in other sectors of the national economy, will find in this book materials that can be applied in both their scientific research and practical activities.",
