    "ds_abstract": "<p>哈萨克斯坦共和国拥有280万平方公里的广阔领土和多样的景观，在维护欧亚大陆乃至全球生物多样性方面发挥着重要作用。就鸟类而言，在此筑巢和过境迁徙的鸟类超过500种，其中32种属于全球受威胁物种，57种被列入哈萨克斯坦红皮书。我国境内交汇着两条最重要的迁徙路线：中亚-印度路线和西亚-非洲路线。沿着这些路线飞行的数百万只鸟类利用哈萨克斯坦领土进行换羽和停歇，因此共和国对国际社会也负有相应的责任。\n近年来，哈萨克斯坦政府日益重视自然保护问题，包括野生动物保护和特别自然保护区建设，并不断增加投入。哈萨克斯坦共和国农业部林业和狩猎委员会作为野生动物保护、繁殖和利用以及特别自然保护区的授权机构，从一开始就支持了哈萨克斯坦生物多样性保护协会在全国开展的“重要鸟类区域”计划。这项由国际鸟盟在全球发起和协调的计划完全符合国家自然保护优先方向，其主要目标是识别和保护对鸟类栖息特别重要的区域，这些区域有助于维护整体生物多样性。这些任务有助于国家履行各项国际公约的义务，包括《生物多样性公约》、《波恩公约》（关于保护迁徙野生动物物种）和《拉姆萨尔公约》（关于保护具有国际意义的湿地）。本书是计划初始阶段——重要鸟类区域清查工作的直观成果。下一步是开展保护和监测工作，委员会将直接参与，并愿意与所有致力于保护哈萨克斯坦独特景观和野生动物的组织开展合作。“重要鸟类区域”计划有效实施的保障是执行组织与国家授权机构之间的合作，目前林业和狩猎委员会与哈萨克斯坦生物多样性保护协会正在成功开展这种合作。\n哈萨克斯坦共和国农业部林业和狩猎委员会主席 瑙鲁兹拜·哈德尔克耶夫</p>",

            "ds_abstract": "The Republic of Kazakhstan possesses a vast territory of 2.8 million square kilometers and a great diversity of landscapes, playing an important role in maintaining the biodiversity of Eurasia and the world as a whole. With regard to birds, more than 500 species breed or migrate through the country, including 32 species that are globally threatened and 57 species listed in the Red Data Book of Kazakhstan. Two of the most important migratory flyways intersect within our territory: the Central Asian-Indian Flyway and the West Asian-African Flyway. Millions of birds traveling along these routes use Kazakhstan’s territory as a site for molting and stopovers, and therefore the Republic also bears corresponding responsibilities to the international community.\r\n\r\nIn recent years, the Government of Kazakhstan has attached increasing importance to nature conservation issues, including wildlife protection and the establishment of specially protected natural areas, while continuously increasing investment in these fields. The Forestry and Hunting Committee of the Ministry of Agriculture of the Republic of Kazakhstan, as the authorized body responsible for the protection, reproduction, and use of wildlife, as well as for specially protected natural areas, has supported from the outset the Important Bird Areas (IBA) Program carried out nationwide by the Association for the Conservation of Biodiversity of Kazakhstan. This program, initiated and coordinated globally by BirdLife International, is fully consistent with the national priorities for nature conservation. Its primary objective is to identify and protect areas that are of particular importance to birds and their habitats, thereby contributing to the preservation of biodiversity as a whole. These activities help the country fulfill its obligations under a number of international conventions, including the Convention on Biological Diversity, the Bonn Convention (Convention on the Conservation of Migratory Species of Wild Animals), and the Ramsar Convention (Convention on Wetlands of International Importance). This book represents a tangible outcome of the program’s initial stage, namely the inventory of Important Bird Areas. The next step is to undertake conservation and monitoring activities, in which the Committee will participate directly and cooperate with all organizations committed to protecting Kazakhstan’s unique landscapes and wildlife. The effective implementation of the Important Bird Areas Program depends on cooperation between the implementing organizations and the authorized state agencies.
