本书是以自然地理条件为背景论述苏联河流水文地理的专门著述，由苏联 В.Е. 约甘采等集体编写而成。全书除序言外共分三篇：第一篇“苏联水文总述”，首先叙述苏联水文研究的发展经过，继而论述苏联河流概略情况、苏联水分循环、水量平衡和河流的补给、河流径流同自然地理因素的联系、径流的年内分配和季节分配、河流的泥沙及河水的文化学特征等；第二篇“水文地理区”，把苏联全国划分为十二个水文地理区，依次论述各区的河流情况和有关自然地理因素的基本情况，指出其经济开发的主要特点；第三篇“苏联水文地理与河流水情的改造”，叙述了河流的利用及其开发历史，并说明主要的水工水利问题。\n
