本书聚焦自然资源合理利用问题，兼顾宏观方法论研究与细分资源保护研究，理论原则具备普适性，具体应用体系适配白俄罗斯苏维埃社会主义共和国区域实际，是白俄罗斯数十年生态保护实践与研究成果的总结积淀。\n白俄罗斯的系统性生态保护始于20世纪50年代，国家陆续出台水土、森林、野生动物保护等专项法规，逐步搭建完善的生态治理机构体系：1955年成立科学院自然保护委员会，1960年设立国家自然保护委员会，1962年组建全国自然保护协会，科研、行政、社会组织协同推进生态保护工作。\n第十个五年计划期间，白俄罗斯数十家科研院所、高校与设计机构深耕生态保护研究，落地多项生态治理综合规划，重点推进城市环境优化、资源高效利用、无废技术研发、生态立法完善等核心工作。波列西耶地区的土壤改良工程，也为区域资源合理利用积累了宝贵实践经验。\n\n近年来，白俄罗斯持续夯实生态保护基础，划定大量湖泊、沼泽、泥炭地保护区，统筹编制全域自然保护区域规划，编撰《白俄罗斯苏维埃社会主义共和国红皮书》，系统性保护珍稀濒危动植物资源，全方位守护区域自然生态风貌，推动自然资源可持续利用。
