本专著总结了根据哈萨克斯坦共和国国家基础研究计划\"制定哈国跨界流域自然资源潜力与地表水可持续利用的地理学依据\"所开展的研究成果。该计划以解决跨界流域问题为目标方向并非偶然：随着地球人口增长和经济发展，解决这些问题作为确保可持续发展和区域安全的必要条件，正变得日益明显。\n全球约有300个流域跨越两个或更多国家的边界，此类流域自然资源的共同利用问题日益具有政治色彩，并越来越多地成为国家间关系紧张的原因。这尤其体现在跨界流域水资源的跨国利用领域。在中亚地区条件下，这是关键问题，其解决不仅关系到居民的社会经济福祉，也关系到该地区各国的发展前景。该问题对哈萨克斯坦尤为重要：该国所有大型河流——额尔齐斯河、锡尔河、扎伊克河（乌拉尔河）、伊犁河、楚河和塔拉斯河——均为跨界河流，且近一半的可再生径流资源来自邻国领土。针对解决这些问题的不同方面，本计划下设四个专题课题的研究，其成果见于 A. A. 图尔苏诺夫、R. I. 加利佩林、I. V. 谢韦尔斯基、I. M. 马尔科夫斯基、Zh. D. 多斯塔夫及其合作者的文章。\n然而，若不深入研究并充分考虑流域境内各种自然过程及人为影响过程，水问题便无法得到解决：陆地生态系统状态的任何重大变化，都不可避免地会影响径流形成条件、水文状况和水源质量，并最终体现在社会经济现象中，影响居民的生活质量。对哈萨克斯坦而言，评估因危险性自然灾害（如泥石流、雪崩、滑坡等）发展而导致的自然资源利用限制，同样是极为迫切的问题。本计划12个专题课题中的五个致力于解决这些问题的不同方面。研究成果见于 A. R. 梅杰乌、V. P. 布拉戈韦申斯基、G. V. 格尔杰耶娃、A. S. 别伊谢诺娃、E. I. 努尔曼别托夫、F.
